The first Concept Development Plan was prepared in 1987 by Nelson City Council officers and progressed through several upgrades until the most recent in 2019.

The Saxton Field Development Concept Plan and Report, prepared by Boffa Miskell, November 2003, was adopted by the two Councils in 2004. This Plan updated the previous schematic plans from Council officers and provided background information to support ongoing development. Many of the recommendations from this report have been implemented and officers' schematic plans updated over time.

The proposed schematic Concept Development Plan shows the revised layout. 

The Draft Concept Development Plan recognises and is compatible with the final Saxton Field Reserve Management Plan which was adopted by both Councils in May 2021 (3.5MB PDF)
